A lot of times evaluation is considered as to be the part of the administrative and managerial developments, most of the time it is referred as the planning evaluation cycle. Generally it is stated that planning starts from the evaluation which is based on clear goals and ends up with the evaluation. The planning evaluation cycle consists of the two stages that are;

• Planning phase.

• Evaluation phase.

Planning Phase

Planning phase is considered to explain the possible actions, procedures, technology and to choose the better method for implementation by keeping in view the organization/ business and stated problems. The planning stage further involves few stages which may be applicable or few of them.

Formulation:

It is the first step in the planning phase which involves the development of the problem, issue or any concern. It actually states the problem in a systematic and appropriate way.

Conceptualization

After the formulation of the problem, wider concept is viewed that is conceptualization in which different strategies and actions are made and best next forgone opportunity might be taken and considered. Firstly all the possible alternatives are observed as well as examined.

Detailing

By examining the possible alternatives, detailed assessment be viewed and judgments are made in order to know their practical implications.

Evaluation

When the detailed judgments are made then the best alternative is taken and evaluated so to know the value or worth of the better selected alternative.

Implementation

[large]After passing through every step, the last stage is implementation stage in which the best alternative which is selected in the previous stages is now implemented practically. 

Although the above phase is known as the planning phase but still a lot of evaluation work is involved in this stage.

Evaluation Phase

In the evaluation phase, the evaluators are the trained persons who assessed the needs by using different methods. One way of presenting the programs is through concept mapping. This help in the stages of conceptualization and detailing which includes the capabilities of best alternatives are assessed, valued and selected. The evaluation phase also includes various stages in the cycle which are in the following sequence;

Formulation

The formulation stage of evaluation phase indulges in determining the goals and objectives and also developing the hypothesis. This step also makes some questions in order to have an evaluation.

Conceptualization

Conceptualization involves the measures of conclusions, results or procedures. It is the most important component of evaluation. For evaluation in this stage, population is the target.

Design

This step involves the co ordination of the components that are evaluated in the conceptualization stage and provide details about the coordinated components. [linkunit]

Analysis

Analysis engaged in the evaluation of data and provides all the information and knowledge related to the data that is received from the both qualitative and quantitative research.

Utilization

In the evaluation phase the last step is the utilization stage in which all the evaluated data is utilized in the results or in the decision making process.
